HAMBLEN COUNTY, Tenn. (WOKI / WVLT) — A Hamblen County grand jury has indicted three individuals, including the director of Hamblen County Juvenile Court Services, following a Tennessee Bureau of Investigation probe into allegations involving a minor.
According to the TBI, special agents began investigating Allen Fox, 41, on June 25 at the request of Third Judicial District Attorney General Dan Armstrong. During the investigation, agents developed information indicating Fox had allegedly been involved in a sexual relationship with a juvenile dating back to December 2022.
On September 14, the Hamblen County Grand Jury returned indictments against Fox and two other individuals whom investigators say were aware of the alleged relationship but failed to report it to authorities.
Fox was indicted on one count of Sexual Exploitation of a Minor and one count of Aggravated Statutory Rape.
Investigators also alleged that Kristen Fox, a relative of Allen Fox, had knowledge of the relationship and did not notify authorities. She was indicted on one count of Facilitation of Aggravated Statutory Rape and one count of Failure to Report Known or Suspected Child Sexual Abuse.
Additionally, Cynthia Doty, identified by the TBI as the director of Hamblen County Juvenile Court Services, was indicted on one count of Failure to Report Known or Suspected Child Sexual Abuse and one count of Accessory After the Fact.
All three defendants were arrested and booked into the Hamblen County Jail.
Allen Fox is being held on a $100,000 bond. Kristen Fox and Cynthia Doty were each booked on $10,000 bonds.
The TBI said the investigation was conducted at the request of the Third Judicial District Attorney General’s Office.
As with all criminal cases, the charges are allegations, and the defendants are presumed innocent unless and until proven guilty in a court of law.
