KNOXVILLE, Tenn. (WOKI / WVLT)— The Knox County Board of Education has approved a new policy aimed at reducing the use of digital devices in elementary school classrooms while placing a greater emphasis on teacher-led instruction.
The policy, approved Monday evening, focuses primarily on students in kindergarten through fifth grade and reflects the district’s goal of prioritizing face-to-face teaching over screen-based learning.
According to the policy, technology remains a valuable educational tool when used appropriately, but school officials believe it should not replace direct classroom instruction.
“When used intentionally, technology can support instruction, expand access to learning resources, personalize support, strengthen communication, and help students develop the digital literacy skills necessary for future success,” the policy states. “At the same time, the benefit of high-quality, teacher-led instruction cannot be replaced by a device, particularly in an early learning environment.”
What Counts as a Digital Device?
Under the policy, a digital device is defined as electronic hardware capable of processing or accessing data.
That broad definition includes:
- Computers and laptops
- Tablets
- Smart boards and interactive classroom displays
- Other electronic instructional devices
Expectations for Teachers
Rather than imposing a complete ban, the policy directs schools to prioritize traditional classroom instruction and non-electronic learning materials whenever possible.
The policy states that schools should make teacher-led, in-person instruction the primary method of teaching for younger students.
Teachers will still be allowed to use digital devices for:
- Lesson planning
- Professional responsibilities
- Instructional purposes when appropriate
- Other approved educational needs
However, the policy specifically prohibits using digital devices for non-instructional activities.
Restrictions on Rewards and Incentives
One notable provision bars the use of tablets, computers, or other digital devices as rewards or entertainment.
The policy states:
“Student use of digital devices for non-instructional purposes, such as recess, incentives, or rewards, is strictly prohibited.”
Exceptions to the Policy
Several exceptions are included to address students with unique educational needs.
Digital devices may still be used when required through:
- Individualized Education Programs (IEPs)
- Section 504 plans
- Behavior Intervention Plans
- Student Assistance Team (S-Team) plans
The policy also allows device use when instruction shifts to an online format or other circumstances require technology-based learning.
School officials say the changes are intended to strike a balance between the educational benefits of technology and the importance of direct teacher interaction during elementary school years.
