Knoxville, TN (WOKI / WVLT) – Several public libraries across East Tennessee are receiving new funding aimed at improving digital literacy and expanding access to technology in their communities.
According to a release from the state, a total of $12,061 in Training Opportunities for Public Libraries (TOP) Grants has been awarded to libraries in Anderson and Morgan counties. The funding comes through a partnership between the Tennessee Secretary of State’s Office and the Tennessee Department of Economic and Community Development.
Among the local recipients, Oliver Springs Public Library received the largest award at $4,750, followed by Millard Oakley Public Library with $3,834. Additional grants went to Sunbright Public Library with $1,407, Norris Community Library with $1,397, and Deer Lodge Public Library with $673.
The TOP Grants program is designed to help libraries strengthen digital resources and improve access to reliable internet services—especially in rural areas where connectivity can be limited.
Library officials say they plan to use the funds to expand digital tools, including lending mobile hotspots and enhancing access to online resources. These improvements are expected to support a wide range of needs, from students completing school assignments to job seekers applying for work and residents accessing telehealth services.
State leaders emphasized the growing importance of digital access in everyday life.
“Broadband access and digital literacy are no longer conveniences—they are necessities,” said State Representative Ed Butler. “From education to healthcare to employment, reliable internet access affects nearly every Tennessean. Investments in our local libraries help strengthen communities and provide opportunities for years to come.”
Libraries often serve as key access points for internet and technology, especially in smaller communities, making these upgrades critical for bridging the digital divide across East Tennessee.
Officials say the grants will help ensure libraries continue to serve as essential resource hubs for learning, connection, and community support.
