Knoxville, TN (WOKI / WVLT) – Knoxville’s Community Development Corporation and the City of Knoxville are moving forward with plans to redevelop a key portion of the South Waterfront, launching a formal search for development teams.
The project focuses on roughly 15 acres along the Tennessee River, directly across from the University of Tennessee campus. The site includes six parcels along West Blount Avenue and Scottish Pike, with about 1,400 feet of riverfront.
Leaders say the vision centers on a walkable, mixed-use development that connects South Knoxville neighborhoods to downtown and the river. Plans include residential space, businesses, green space and expanded public access to the waterfront.
KCDC officials say the effort builds on years of community input, including feedback gathered through meetings, surveys and a resident advisory group formed in 2023. A master plan for the “Down River” area was approved by Knoxville City Council earlier this year.
City and development leaders say the project could become a signature destination while preserving parts of the site’s history, including the former Jefferson Woolen Mills building.
KCDC is now seeking an experienced master developer, with submissions due in early August. Top candidates will be invited to submit detailed proposals as the project moves forward.
