Knox County, TN (WOKI / WVLT) – A former high-ranking Knox County law enforcement officer has agreed to plead guilty in a case involving misuse of department resources.
David Henderson, the former narcotics chief with the Knox County Sheriff’s Office, is accused of defrauding the department by spending approximately $138,000 on personal items using agency funds between 2011 and 2018.
According to the plea agreement, Henderson purchased a wide range of items, including Apple products, cameras, Yeti coolers, power tools, recliners and gun accessories. Investigators say those items were used by Henderson, his family or friends.
The agreement also outlines how Henderson allegedly directed subordinates to carry out personal tasks while on duty. In one example, five officers were reportedly ordered to work on a roofing project instead of performing law enforcement duties.
Messages included in the case describe an environment where deputies felt expected to carry out such orders. One message referenced “Chief Henderson” as the reason officers were working on a roof while on the clock.
The case first came to light in 2020 when Henderson resigned during an FBI investigation. In 2022, he was ordered to return or pay for the improperly purchased items.
Under the plea agreement, Henderson has agreed to pay $20,591 in restitution, either immediately or through a structured payment plan.
