KNOXVILLE, Tenn. (WOKI / WVLT) — Knoxville Police Chief Paul Noel has returned to duty following a one-month unpaid suspension, but criticism of his continued leadership is mounting as one city council member publicly calls for his resignation.
Noel returned to work after serving a suspension imposed by Mayor Indya Kincannon following an independent investigation that found he exchanged inappropriate, flirtatious and sexually suggestive text messages with a female subordinate officer. Investigators found no evidence of a physical relationship, but determined Noel’s conduct warranted disciplinary action.
Prior to beginning his suspension, Noel apologized and accepted responsibility for his actions. The city required him to complete counseling and training before returning to his position.
Parker Says Noel Has Failed His Mission
Knoxville City Council member Amelia Parker is now sharply criticizing both Noel and Mayor Kincannon.
In a statement released after Noel’s return, Parker said Noel was hired to address longstanding concerns about misconduct, discrimination and workplace culture within the Knoxville Police Department but has failed to meet those expectations.
“Paul Noel should resign,” Parker said, adding that the mayor failed to uphold the standards Noel was hired to enforce within the department.
Allegations of Prior Misconduct Within KPD
Parker said that shortly after she was elected to City Council, a female officer approached her alleging she had been sexually assaulted by another officer.
According to Parker, she brought the complaint to Mayor Kincannon and requested that the officer be allowed to meet directly with the mayor. Parker alleges that the mayor declined and instead directed a staff member to meet with the officer.
Parker said the officer felt unsupported because her complaint had already been dismissed by police leadership and chose not to pursue the matter further after the requested meeting with the mayor did not occur.
Parker also said she later received additional complaints involving allegations of sexual harassment within the police department. She said those complaints were forwarded to the city’s former human resources director, who initiated investigations that ultimately led to multiple resignations.
History of Department Investigations
Parker pointed to a series of previous investigations within KPD as evidence of broader cultural issues inside the department.
According to her statement, eight Knoxville police officers, including two deputy chiefs, resigned or retired while under investigation during the three years before Noel was hired. Parker said several of those investigations involved allegations of sexual misconduct and cover-ups.
Former Knoxville Police Chief Eve Thomas retired before Noel was selected to lead the department. Parker argues Noel was specifically recruited to improve accountability and address concerns about workplace culture.
“Former KPD Chief Eve Thomas retired and Noel was hired to address the discriminatory practices and toxic culture of the department,” Parker said. “Noel failed us. And now Kincannon has failed us as well.”
Mayor Defended Suspension Decision
Mayor Kincannon previously announced Noel’s suspension after the investigation concluded that he had engaged in inappropriate communications with a subordinate officer. While describing Noel’s conduct as unacceptable, Kincannon opted for a month-long unpaid suspension rather than termination.
The city has said Noel completed all required counseling and training during his suspension and has resumed his duties as chief.
His return is likely to continue sparking debate over leadership, accountability and workplace culture within the Knoxville Police Department.
