POWELL, Tenn. (WOKI / WVLT) – The Knox County Commission is considering a proposal that would establish a Pedestrian Beverage Zone, or PBZ, at the developing Belltown Commons project in Powell.
If approved, the designated area would allow adults age 21 and older to purchase beer and alcoholic beverages from participating businesses and carry them throughout the marked beverage zone between 10 a.m. and 10 p.m.
According to the resolution under consideration, the program is intended to encourage foot traffic, support local businesses and create a more vibrant entertainment and community atmosphere while maintaining public safety.
Belltown Commons is being developed as a mixed-use destination featuring restaurants, retail businesses, gathering spaces and entertainment venues. Plans for the property include an outdoor amphitheater for live music performances, pedestrian walkways, open green spaces and parking areas.
County leaders say the beverage zone would serve as a 12-month pilot program. Any future expansion would require additional approval from the Knox County Commission.
The proposal is similar to Knoxville’s Designated Outdoor Refreshment Area, or DORA, which allows visitors to carry approved alcoholic beverages in designated sections of downtown, including Market Square and areas surrounding Covenant Health Park.
Under the proposed rules, only authorized businesses within Belltown Commons would be permitted to sell beverages for consumption within the PBZ. Drinks would be required to be served in specially marked clear cups identifying them as approved for the zone.
Alcoholic beverages could not be taken outside the designated boundaries of the PBZ.
Currently, Soccer Taco and Abridged Beer Company are among the businesses planned for the development.
Supporters believe the program could help attract visitors and create a more walkable, entertainment-focused environment as Belltown Commons continues to grow.
