Kingston, Tenn. (WOKI / WVLT) — A former City of Kingston finance director has pleaded guilty to felony theft following a lengthy investigation into financial misconduct.
District Attorney General Russell Johnson announced Friday that Carolyn Brewer admitted to paying herself more than $131,000 in unearned salary and benefits.
The Tennessee Comptroller of the Treasury began investigating Brewer in June 2023 after receiving reports of potential fraud. The audit reviewed her actions dating back to July 2014 and found overpayments related to salary, benefits and improperly calculated sick leave reimbursements.
Investigators also determined Brewer continued to receive funds even after retiring by collecting benefits tied to a 2020 leave from the city.
After reviewing the findings with legal representatives, auditors and city officials, Brewer ultimately entered a guilty plea.
She was sentenced to three years in the Tennessee Department of Corrections but will serve that time on probation due to her age.
Brewer has paid $131,596.22 in restitution to the City of Kingston, along with court costs and fines.
