A 13-year-old boy went missing around 3:00 a.m. Sunday morning outside of London, Kentucky. The boy is originally from Laurel County, Tennessee.
Jacob Phelps was last seen wearing black pants with a black hoodie and bright green and orange shoes. Police believe Jacob could have run away.
